The film. The third instalment of the Dirty Harry saga, The Enforcer was directed by James Fargo in 1976 and shot in the streets of San Francisco. Lonelier than ever, Callahan is paired with Inspector Kate Moore (Tyne Daly) to face an armed group spreading terror across the city. Fargo, long Eastwood's assistant, made his feature debut here, extending the series' defiant spirit.
